Dr. Betty J. Sternberg

Commissioner of Education

State of Connecticut

State Board of Education

Box 2219

Hartford , Connecticut   06145

Dear Dr. Sternberg:

We are in receipt of your June 7, 2004 response regarding the dismantling of the ADHD Task Force letter sent to you back on February 23, 2004 .  We have enclosed a cover sheet to the Hearings held before the Federal Government regarding the Federal Involvement in the Use of Behavior Modification Drugs on Grammar School Children of the Right to Privacy. These hearings outline the lack of validity of testing for ADHD and the right to privacy.  The State of Connecticut has a responsibility to disclose to the public that ADHD is research on human subjects.

The Department of Education’s role on this task force violates basic informed consent and fails to protect the privacy rights invoked in the 1970 hearings as it relates to profiling children for psychiatric labels and any educational grants on the State and Federal level that relate to furthering research without the right to refuse psychological testing and proper informed consent.

Your immediate compliance with these already established rules and regulations are immediately requested.  This ADHD task force is operating outside the legal limits of the government and should not be allow to by-pass the legislative process.

We again request the immediate dismantlement of this ADHD task force.  Your response is requested.

Respectfully,

Sheila Matthews
