health “wraparound” vendor to the State of Pennsylvania Dear Ms. Wolf: I am writing out of concern with recent news our National Parent Organization www.ablechild.org has recently learned regarding an Informed Consent Advocate for children being denied access to your State funded program. Dan Edmond has been informing parents as to their right to refuse psychological treatment under title 1, United State Code 42. Our organization was informed that he was released based on his disclosure to parents as to this aspect of the law. Mr. Edmond’s website displays this law to parents, and has brought many parents comfort and sound reasonable alternatives to “medication”. He is truly a dedicated Informed Consent Advocate for children, and plays a valuable role in the State of PA as well as throughout the Country. We request some accountability as to why he has been denied access to the State funded program that reaches parents and children. As a vendor of the State, it is important to provide parents with the accurate information to make an informed consent decision. Mr. Edmond has not only provided your State with that important information, but the entire Country. We urge you to reconsider, and allow Mr. Edmond access to provide this crucial information to our children’s best advocates, their parents. We are planning to move forward to register a complaint to State and Federal Grant authorities. As a vendor of the State, the law under Title 1, United States Code 42, mandates providing informed consent. Mr. Edmond has been a strong advocate under this mandate. It is clear that dismissing an Informed Consent Children’s Advocate draws the attention to the possibility of a need for oversight and accountability by the State. Considering these facts, we feel compelled to report this action to officials and request that Mr. Edmond continue to provide information to parents. In closing, clinical drugs trials also receive grants and therefore it is a matter of the rights and laws under the Protection of Human Subjects as well. Therefore, Mr. Edmond’s contribution to the health, safety, and well being of children should be carefully considered. Respectfully, Sheila Matthews
