US Government Funding Mass Shootings—China Cashes In

In a revelation that should shock every American, Alvarez & Marsal (A&M) —a global consulting giant with deep operational roots in China—has emerged as a central force in the rollout of the 2022 Bipartisan Safer Communities Act (BSCA).  Alvarez & Marsal’s direct presence in China is no secret. With offices in Beijing, Shanghai, Hong Kong, and Shenzhen, and a client roster dominated by Chinese corporations and state-linked enterprises, A&M’s business interests are deeply intertwined with the world’s largest authoritarian regime. Its own reports reveal that more than half of its North Asia portfolio now comes from Chinese firms, and its rapid expansion in the region includes major investments in digital operations, supply chain management, and cross-border trade.

This sweeping, multi-billion-dollar mental health bill, passed with little public debate and buried in hundreds of pages of legislative text, has quietly transformed the nation’s mental health landscape and gun ownership policies—without the informed consent of U.S. citizens. The Bipartisan Safer Communities Act was passed in June 2022 in response to a series of high-profile mass shootings, such as those in Uvalde, Texas, and Buffalo, New York, but it is important to note that the legislation was not directly shaped by public testimony; instead, it was negotiated rapidly among lawmakers without formal opportunities for the public to provide input or testify before Congress, highlighting that the process was driven by political negotiation rather than broad public participation or support.

What is truly bizarre is that Alverez & Marsal with extensive business interests in China—a nation whose government is notorious for censorship, social control, and hostility to American constitutional freedoms—is now helping design and oversee how billions in federal mental health and gun policy funds are spent in the United States. This creates a direct channel for foreign influence over some of the most sensitive and consequential aspects of American life. Under the Bipartisan Safer Communities Act, if a court—through a subjective process—deems someone mentally ill and a risk, the right to possess firearms can be suspended, directly impacting Second Amendment rights. With about 1 in 4 Americans currently diagnosed and medicated for mental health conditions, and given the subjective nature of such labels, this could potentially affect a growing number of people and disarm America completely in the coming years.

Recently, seventeen state attorneys general boldly sent a letter to BlackRock, demanding transparency about their investments in China, a country officially labeled a potential enemy of the United States. (BlackRock is the world’s largest asset manager, overseeing trillions in investments. It has a direct relationship with China, managing multiple funds that invest heavily in Chinese companies and markets—including receiving a special license from Chinese regulators to invest in mainland China’s domestic capital markets and offering funds that allocate at least 70%–80% of their assets to Chinese equities and other large investment firms.) 

These attorneys general warned that investing in China carries significant risks, including interference from the Chinese Communist Party, a lack of secure property rights, and the possibility of sudden changes in the law. Yet lawmakers approved the Bipartisan Safer Communities Act., riddle that.

BlackRock has acknowledged these risks in its reports, but the fact that such warnings are necessary highlights how vulnerable American institutions have become when foreign companies influence critical policy decisions. AbleChild has raised similar concerns about the extensive reorganization of mental health services in Montana, explaining that “Entrusting a company with Chinese connections to overhaul Montana’s sensitive behavioral health infrastructure is for many a cause for alarm. “  AbleChild highlighted fears over potential conflicts of interest, national security risks, and a lack of public oversight in handing over control of critical mental health systems to firms with ties to China.  How were these concerns received by lawmakers? Ablechild received backlash from the sponsor who spearheaded the efforts with wild accusations that AbleChild, that raises less than $50,000 a year by parents across the Nation, bribed a lawmaker, attacking our reputation. 

Meanwhile, the consequences are becoming tragically apparent. Despite the BSCA’s intent to stop mass shootings and reduce gun violence and expand mental health, it has proven to be a complete failure. In fact, these attacks are happening more often and are more deadly. Recent tragedies, such as the shooting at Florida State University, involved a recipient who had received mental health services funded by the BSCA, labeled and drugged and yet still committed terrible acts of violence.

The Parkland shooting showed a similar pattern: mental health provider, Henderson Behavioral Health, failed to identify threats, and its actions remained largely unexamined. Henderson benefited financially in the aftermath by not only keeping its funding and obtaining increased funding. It is clear though that Henderson would be out of business if it wasn’t for government funding and, in fact, 70% of its balance sheet is from the State and Federal government.  Henderson was not sued despite having direct connections to the killers mental health “treatment.”  Across the nation, mental health providers who have failed its patients have escaped scrutiny from the United State government during the investigation process and all efforts by the public to access its recordkeeping to know what  psychiatric drugs had been prescribed have been blocked by the government that protects the behavioral health organizations and then rewards with more government contracts after each mass killing.

Most disturbingly, authorities are neglecting to seriously investigate these failures, for example, Sandy Hook, Covenant School, Parkland, Maine Military killings by Robert Card. Instead, the behavioral health industry—now overflowing with federal money and steered by companies deeply connected to China—aggressively expands its reach. The troubling connections even extend to two unsolved assassination attempts with several behavioral health connections from the lawyered up behavioral health “experts” parents that have disappeared of the alleged shooter, Thomas Crooks, to the would-be assassin now in court in Florida who attempted to kill President Trump on a Florida golf course.  The lack of investigative interest is raising disturbing questions about the industry’s reach and whether lawmakers have the stomach to stand up to corruption.
